بوتفليقة يفوز بـ ٨١،٥٣ بالمذة من الأصوات

Capture d’écran 2014-04-18 à 21.11.27فاز الرئيس الجزائري عبد العزيز بوتفليقة بفترة رئاسية جديدة يوم الجمعة بعد انتخابات رفضها معارضوه بوصفها تزويرا يستهدف إبقاءه في الحكم رغم اعتلال صحته.

ويحكم أحد قادة حرب الاستقلال المخضرمين البلاد منذ 15 عاما.

وأدلى بوتفليقة بصوته وهو يجلس على كرسي متحرك يوم الخميس في ظهور علني نادر منذ اصابته بجلطة العام الماضي أثارت الشكوك فيما اذا كان الزعيم الجزائري في حالة صحية تسمح له بحكم البلاد.

وقال وزير الداخلية الطيب بلعيز في مؤتمر صحفي إن النتائج الأولية الرسمية تظهر فوز بوتفليقة بنسبة 81.53 في المئة من الأصوات. وفاز أقرب منافسيه علي بن فليس بنسبة 12.8 في المئة بينما بلغت نسبة الإقبال على مستوى البلاد 51.7 في المئة.

وكان من المتوقع على نطاق واسع ان يفوز بوتفليقة (77 عاما) بدعم من حزب جبهة التحرير الوطني الحاكم الذي يهيمن على المشهد السياسي منذ الاستقلال عن فرنسا في عام 1962 .

والحكومات الغربية متحالفة مع بوتفليقة في الحملة على المتشددين الإسلاميين في منطقة المغرب العربي وهي حريصة على تأمين شحنات الغاز الجزائرية الى أوروبا خاصة في ظل الأزمة الأوكرانية التي تهدد الإمدادات الروسية.

ولم يقم بوتفليقة بالحملة الانتخابية بنفسه لكن موالين يشيدون به لإخراجه الجزائر من الحرب التي شهدتها البلاد في التسعينات مع الإسلاميين وأودت بحياة 200 الف شخص.

ويخشى كثير من الجزائريين من مواجهة نوع الاضطرابات التي اجتاحت الدول المجاورة تونس ومصر وليبيا منذ انتفاضات “الربيع العربي” في عام 2011 .

وقاطعت ستة أحزاب معارضة الانتخابات التي جرت يوم الخميس قائلة إنها لن تؤدي إلى إصلاح نظام لم يشهد تغييرا يذكر منذ أيام حكم الحزب الواحد وهو حزب جبهة التحرير الوطني في السنوات الأولى بعد الاستقلال.

وحصل بوتفليقة على 90 في المئة من الاصوات في عام 2009 و85 في المئة في عام 2004 عندما زعم بن فليس منافسه الرئيسي حينئذ حدوث تزوير واسع النطاق.

ويقول كثير من الجزائريين إن قيادات حزب جبهة التحرير وأقطاب قطاع الأعمال وجنرالات الجيش يديرون الحياة السياسية منذ زمن طويل عبر مفاوضات من وراء الكواليس ويعتبرون أنفسهم حماة الاستقرار.

كان بوتفليقة قد قال فيما سبق إن الوقت قد حان ليتنحى جيله جانبا لكن ظهوره على كرسي متحرك في مركز الاقتراع أذهل الكثير من الجزائريين.

وقال محمد (26 عاما) وهو طالب جامعي “كانت صدمة لي ان أرى رجلا يدلي بصوته وهو على كرسي متحرك بينما يسعى لإدارة دولة كبيرة لخمسة أعوام. هذا لا يفيد صورة الجزائر.”

وتفادت الجزائر اضطرابات الربيع العربي التي أطاحت بزعماء في المنطقة منذ عام 2011.

ويشير بعض الجزائريين الى الثمانينيات حين انفتح حزب جبهة التحرير على المعارضة واقترب حزب إسلامي من الفوز بالانتخابات. وعلق حزب جبهة التحرير النتيجة وانزلقت الجزائر الى حرب امتدت لاكثر من عشر سنوات.

وليست أعمال الشغب والاحتجاجات غريبة على الشبان الجزائريين الغاضبين بسبب البطالة والفرص الاقتصادية ونقص المساكن. لكن الاحتجاجات واسعة النطاق المناهضة للحكومة نادرة في الجزائر.

وظهرت حركة صغيرة تدعى بركات او “كفاية” باللهجة المحلية بعد إعلان بوتفليقة ترشحه لولاية جديدة لتدعو الى التغيير السلمي وإن كانت أعداد أعضائها محدودة.

وفي ظل وجود احتياطيات النقد الأجنبي التي تبلغ نحو 200 مليار دولار من مبيعات الطاقة أنفقت الحكومة الجزائرية الكثير عام 2011 على الدعم والقروض الميسرة والمساكن للحد من أعمال الشغب المتصلة بأسعار الغذاء.

ويقول محللون إنه بعد سنوات من السياسات الاقتصادية الخاضعة لسيطرة الدولة فإن الجزائر عضو منظمة أوبك بحاجة لفتح اقتصادها على مزيد من الاستثمارات الأجنبية وجذب الشركات النفطية الكبرى لإنعاش قطاع الطاقة.
