أنفاق غزة.. وخط “ماجينو” الجوفي

هل صحيح أن الأنفاق تشكل استراتيجية ناجعة لمواجهة العدو؟ ومن هو الطرف الذي يلجأ الى هذه الاستراتيجية؟ ولماذا نجحت حركة “حماس” في قطاع غزة و”حزب الله” في جنوب لبنان في بناء أنفاق قتالية. هذا ما يحاول الكاتب مايكل بيك أن يجيب عنه في مقاله: “خط ماجينو الجوفي؟ انفاق غزة ليست مستقبل الحرب”، والذي نشرته مجلة “The national interest”، محاولاً اجراء مقارنة بين حرب الأنفاق والخط الذي اقترحه وزير الحرب الفرنسي أندريه ماجينو كنموذج للتحصينات الدفاعية الثابتة في فرنسا بعد الحرب العالمية الثانية، بالرغم من فشله في ردع الألمان من احتلال فرنسا إذ قامت بالالتفاف على “خط ماجينو” عبر هولندا وبلجيكا لتصل الى باريس.

يرى صاحب كتاب “الحرب مملة”، أن كل مجموعة من المتمردين أوجيش غير نظامي يسيطر على رقعة أرض مجرد أن يملك مجرفة سيبدأ في الحفر.

وعن حرب غزة الأخيرة يقول بيك إن اسرائيل علمت أن “حماس” حفرت أنفاقاً، لكنها فوجئت بعددها، مشيراً الى أن “حماس” بنت ممرات خرسانية باطنية على عمق 70 قدماً على الأغلب، وعريضة كفاية لتسير فيها آلية.

الا أنه يجزم أن طريقة مقاتلي “حماس” لضرب الإسرائيليين لم تكن فقط الأنفاق، بل “هناك عمليات كر وفر مع مسلحين يفجرون داخل وخارج الحفر الأرضية، كما عبروا الحدود الى جنوب اسرائيل، ليتمكنوا من ضرب المستوطنات والقواعد العسكرية. بكلمات أخرى، لم تكن الأنفاق مجرد وسيلة للجانب الأضعف على الملعب. كانت وسيلة لنقل الحرب بأسلحة هجومية الى أرض (يسيطر عليها) العدو”.

 

يشير الكاتب إلى أن “حماس” أخذت “خدعة الأنفاق” من “حزب الله”، الذي وسّع من نطاق شبكته في جنوب لبنان، حيث أحبط المدرعات الإسرائيلية وجنود المشاة في حرب العام 2006. ويقول إن “حزب الله” تعلّم بدوره من إيران، التي تسللت قواتها تحت الأرض خلال حرب الخنادق مع العراق في الثمانينات من القرن الماضي، لافتاً النظر أيضاً الى أن عملية حفر الأنفاق أصبحت تشكل دائرة كاملة. إذ أن “حزب الله” وإيران يقاتلون المتمردين السوريين الذين هم بدورهم ينكبون على حفر أنفاقهم الخاصة.

يؤكد بيك أنه حتى الولايات المتحدة لا تتعامى عن تهديد الأنفاق. ففي “العام الماضي، طلب الجيش الأميركي من مصنع دفاعي التوصل الى تكنولوجيات للقتال في ساحات المعارك الجوفية. ربما كان هناك اشباح تجوب قاعات البنتاغون، لعلها الذكريات القاتمة للمؤسسة (البنتاغون) مع الفايتكونغ في انفاق تشو تشي اليابانية في ايو جيما”.

يقول الكاتب “انس القنابل الذكية. نحن في عصر المهندس المقاتل. مع ذلك قبل أن نستسلم بأن نصبح في أعماق باطن الأرض، هناك بضعة أسباب وراء عدم صلاحية الأنفاق في ساحة المعركة في المستقبل. فقبل أن تستطيع بناء خط ماجينو جوفي، تحتاج الى القليل من العناصر”.

يحدد بيك العنصر الأول بالوقت فهذه “ليست تحصينات ميدانية حُفرت على عجل من قبل فصيلة المشاة، أو هي ملاجيء ضد القنابل تم حفرها بواسطة متمردين يائسين. لقد قاموا بحذر بتصميم مواقع قتالية. لقد كرّست حماس على الأقل خمس سنوات لبناء منظومة الأنفاق. إذا كانت تلك الأنفاق قد تم حفرها سراً- وخلاف ذلك من شأنه إفشال الهدف- عندها يتم البناء ببطء وحذر”.

أما العنصر الثاني كما تعرضه “ذي ناشيونال انترست” فهو “الحاجة الى موارد ومهارات. الأنفاق يجب أن تكون مكلفة وكثيفة الموارد”، مشيرة الى هروب المساجين في الحرب العالمية الثانية في عملية “الهروب الكبير”، حيث تم بناء النفق بأدوات محلية الصنع وبتمويل العرق.

لكنها تعود الى انفاق “حزب الله” التي “تم تجهيزها بالكهرباء، وأنابيب المياه والمراحيض”، مقارنة بينها وبين أنفاق غزة التي تم بنائها من القلة، والإسمنت المستورد الذي حولته “حماس” من الاقتصاد المدني.

وتلفت الصحيفة النظر الى أن هذه الأنفاق تم حفرها نسبياً في مساحات صغيرة من أراضي في جنوب لبنان وغزة، كساحات معارك حُدّدت جيداً.

ويؤكد الكاتب أخيراً، أن “المجموعات التي تمكنت من السيطرة على الأراضي: “حماس” هي حكومة غزة، و”حزب الله” هو الحكومة في جنوب لبنان بحكم الأمر الواقع. تستطيع أن تقرر كيف تغامر في أرضها. إذ يمكنهم التحكم بطرق النقل، ويمكنهم تحديد خصوصية الموارد من دون أن يكونوا مسؤولين أمام السلطة العليا. وعليهم أن يخفوا العمل أو تهريب الموارد عن الجيش الاسرائيلي وقوات حفظ السلام الدولية، لكن من السهل أن تبني الأنفاق حين تكون أنت الحكومة بدلاً من أن تحارب الحكومة”.

ويستنتج بيك أنه “يمكنك أن تبني خط ماجينو تحت الأرض اذا كان لديك الوقت، والموارد، وسيطرة كافية على الأرض للحد من التدخل الخارجي. لكن السؤال هو، كم دولة ومجموعة تتمتع بهذه التسهيلات، وكيف يمكنها الاستفادة منها؟

لكن الكاتب يرى أن “معارك الساحات المفتوحة بين جيشين مختلفين ينبغي أن تكون بوتيرة سريعة لحفر أنفاق. حرب الخنادق في الحرب العالمية الأولى أو الحرب العراقية – الإيرانية تجعل الأنفاق قابلة للتطبيق، الا ان هذا يفترض وجود ساحة ثابتة للمعركة على المدى الطويل”.

ويقول إنه “بالنسبة الى بلد مثل كوريا الشمالية، فالأنفاق كتضاريس دفاعية أو هجومية لها معنى (طالما لديك 60 عاماً، وعدد غير محدود من العمال بالسخرة، وتجاهل تام لمستوى معيشة الشعب الخاص بك)، ولكن كيف لكثير من مناطق القتال في العالم أن تشبه المنطقة المنزوعة السلاح” بين الكوريتين؟. ويضيف هنا أن “نفق القتال سيُستخدم كأسلوب للطرف الأضعف للتعويض عن تدني القوة النارية أو العدد في العناصر. الا أن معظم الدول ومجموعات التمرد ستفتقد، على الأرجح، العناصر الضروروية لخوض” هذا القنوع من القتال.

ويعطي مثلاً عن المجموعات المتمردة في أدغال أفريقيا، انها قد لا تملك الوسائل أو المهارات اللازمة لبناء أنفاق كمواقع قتالية. لكن القوى الإسلامية في العراق وسوريا قد تملك الموارد، إلا أنها ستنفقها في الأنفاق لتأتي على حساب قدراتها الهجومية للاستيلاء على أراضي جديدة.

فقتال الأنفاق في رأي بيك هو من “الطرق التي تسمح للقوى الضعيفة بأن تحرج الأقوى، انها استراتيجية الجيش الضعيف”.

ويرى في الختام أن الأنفاق اعترضت سبيل القوات الإسرائيلية في غزة، لكنها لم توقف جيش الاحتلال من العمل بشكل واضح في حقل المعركة. إذ ان من تحمّل الضرر الأكبر هم بناة الأنفاق لا اسرائيل. مستنتجاً أن “حرب الأنفاق قد تكون استراتيجية مفيدة في حالات محددة بعناية. لكن لن تكون أبداً استراتيجية فضلى”.
