عبث محاولة باريس كسر العلاقة اللصيقة بين واشنطن والرياض؟

تطرح زيارة الرئيس الفرنسي فرنسوا هولاند إلى السعودية سؤالاً حو سبب فشله في السياسة الداخلية ونجاحه في الديبلوماسية؟ سؤال بدأ يرواد العديد من المراقبين في باريس الذين لا يترددون من تشبيه العهد الهولندي الاشتراكي بالعهد الشيراكي اليميني. فمن المعروف أن الرئيس السابق جاك شيراك كان يتألق في السياسة الخارجية الفرنسية مقابل نتائج أكثر من فاترة في الداخل. كما أن هولاند لا يخفي إعجابه بشيراك ولا يفوت مناسبة دون توجيه مديح له وانتقاد للرئيس الذي خلفه نيكولا ساركوزي.

التغير الذي أدخله هولاند على سياسة فرنسا تجاه منطقة الخليج هو عودة لمنهج شيراك: تقارب مع الملكة العربية السعودية لجعلها الشريك الأول بعكس ساركوزي الذي نقل الشراكة إلى عهدة إمارة قطر. العلاقة بين باريس وقطر التي تعود لعقود طويلة كانت تبدو دائماً وكأنها «تعويضاً عن العلاقة اللصيقة بين الرياض وواشنطن»، أكان ذلك بالنسبة لصفقات السلاح التي كانت تستحوذها الصناعة الأميركية والبريطانية أم بالنسبة للتنسيق السياسي في الملفات الإقليمية.

استطاع شيراك خلال سنوات حكمه جذب اهتمام قادة المملكة الوهابية بمساعدة جلية من «صديقه الرئيس الشهيد رفيق الحريري»، وبدأت فرنسا تنافس بريطانيا والولايات المتحدة في توريد سوق التسليح السعودي للمملكة أو لحلفاءها وخصوصاً فيما يتعلق بأنظمة متطورة لتأمين الحدود والقطع البحرية. عندما ساركوزي إلى الحكم انتقلت «أضواء الصداقة» إلى إمارة قطر التي احتلت الواجهة الإعلامية في العلاقات الخليجية الفرنسية.

في السنوات الثلاث الأخيرة تمحورت السياسة العربية الفرنسية حول الملف السوري وشكلت باريس رأس حربة محاربة نظام بشار الأسد والداعم الأول للمعارضة السورية في الخارج، ما جعلها مكملة لسياسة الدول الخليجية الداعمة للكتائب المقاتلة الإسلامية. ولم يشكل بروز جبهة النصرة و«داعش» من بين الكتائب المقاتلة تباعداً بين العاصمة الفرنسية والرياض في ظل «غموض بناء» حول دور الإسلام مقاتل في المعارضة السورية.

إلى جانب الملف السورية شكل موقف فرنسا المتشدد في الملف النووي الإيراني مادة جذب للمملكة السعودية التي رأت فيه دعماً مباشراً لها ولمواقفها في حين أن واشنطن «ذهبت بعيداً في طراوة طروحاتها».

هذان الملفان إضافة إلى ملفات ذات «الرؤية الموحدة» مثل الملف اللبناني والوضع المصري يجعل من محور باريس-الرياض نقطة تموضع استراتيجي للديبلوماسية الفرنسية. وتقول مصادر فرنسية مقربة من الرئاسة إن «مواقف فرنسا الثابتة» هي لبنة هذا التقارب. ولكن لا بد من طرح سؤال حول قدرة فرنسا على الحلول محل أميركا في حلف استراتيجي مع دول الخليج.

هذا السؤال ومجرد طرحه يدل إن لزم الأمر على «حدود التمرين الفرنسي» ويشير أيضاً إلى «استعمال الاندفاع الفرنسي» الذي تلجأ له السعودية للضغط على واشنطن في المراحل الأخيرة للملف النووي الإيراني وللتحضيرات للدخول مرحلة إيجاد حل سياسي للملف السوري.
مننافل القول إن التحالف بين السعودية وأميركا هو تحالف لا يمكن فكه أو حتى حلحلة قوته من خلال «مواقف متشددة ثابتة فرنسية تحاكي مواقف السعودية»، لأن التحالف السعودي الأميركي هو تحالف يشكل عامل «ضمان للسعودية ومظلة عسكرية» لا يمكن لفرنسا أن تحل محلها بأي شكل من الأشكال. ففي كل الحروب التي دارت في المنطقة من احتلال الكويت حتى ضرب داعش لم تلعب باريس سوى دور رديف للقوة المهيمنة الأميركية.
