«برس نت» تنشر أسماء الحكومة المقترحة من الجيش السوري الحر في الداخل

انتقد قائد الجيش السوري الحر العقيد رياض الاسعد قيادة الجيش السوري الحر في الداخل، معتبرا ان طرحها لمشروع «حكومة انتقالية» يؤكد سعيها للحصول على مناصب، ويساهم في إعادة إحياء نظام الرئيس بشار الاسد.
ولكن ما قصده العقيد الأسعد ليس «طرح حكومة» بل هو مجرد «بالون اختباري تم إطلاقه» في باريس من قبل مقربين من القيادة المشتركة للجيش السوري الحر في الداخل ممثلة بالعقيد الطيار الركن قاسم سعد الدين الناطق الرسمي باسمها حسب وثيقة حصلت عليها «برس نت» وتضمن أسماء الحكومة المقترحة العتيدة، وفيها بعض «أعلام المعارضة» مثل برهان غليون الذي أسندت له حقيبة المغتربين، وعارف دليلة وزيراً للاقتصاد، ووزير السياحة فرح الأتاسي، ووزير العدل حسن عبد العظيم، ووزير حقوق الإنسان والعدالة الانتقالية أنور البني، وكانت حصة جورج صبرا وزارة التعليم العالي.
رغم أن موزعي هذه الوثيقة طبقوا مقولة «إذا أردت نشر سر فاطلب عدم نشره» وهكذا تصدر الوثيقة «تنبيه» يقول إن الوثيقة هي «مسودة بيان ومشروع حول المرحلة الانتقالية للإطلاع وإبداء الرأي وليس للنشر». لم يمنع هذا المروجين لها من «القيام بإرسال مكثف إلى العديد من الصحف الغربية».
بعد مقدمة موجهة إلى «شعب سوريا العظيم» والتأكيد على أن «المخاطر تحيط بسوريا» بسبب «أجندات غير وطنية ولصالح قوى إقليمية ودولية»، وبعد الإشارة إلى وقوف الجيش السوري الحر في الداخل «على مسافة واحدة من كافة المعارضات»، يشير «البيان-السري» إلى أن المشروع الوطني الذي يعرض على الشعب السوري والمرفق بالبيان «يمكن أن يحقق مرحلة انتقالية آمنة ومتوازنة» تسير بسوريا نحو «بر الأمان».
ويقترح «البيان السري» على «القوى والهيئات الثورية وقوى المعارضة في الداخل والخارج» إصدار بيانات حول تأييد المشروع أو إرسال مقترحاتهم إلى البريد الالكتروني للقيادة على عنوان يستعمل لأول مرة (aslibre2012@gmail.com) بعد أن يعدد بديهيات دستورية (مثل فصل السلطات والتحول المدني) وبعض الطروحات غير البديهية (مثل عودة وحدات الجيش إلى ثكناتها) لمشروع وطني هو “حصيلة العديد من الآراء”.
قبل الولوج في طرح الحكومة يطرح «البيان السري» مشروع القيادة المشتركة للجيش السوري الحر في الداخل للمرحلة الانتقالية وهي كالآتي كما وردت :
١- تأسيس المجلس الأعلى للدفاع « يضم المجلس في عضويته كل قادة المجالس العسكرية في المدن والمحافظات السورية وكبار الضباط المنشقين والضباط المساهمين في الثورة . وأولى مهامه تأسيس مجلس رئاسي لإدارة الدولة من ست شخصيات مدنية وعسكرية وتقوم بإيقاف العمل بالدستور الحالي واعتماد دستور 1950 ويحق للمجلس الرئاسي اقتراح قوانين تطرح على الاستفتاء العام و من مهامه إعادة هيكلة المؤسستين الأمنية والعسكرية على أسس وطنية ووضع حلول لاستيعاب المدنيين الذين حملوا السلاح خلال الثورة في المؤسستين العسكرية والأمنية».
٢- تأسيس مجلس الأمن الوطني: تتبع له كل الأجهزة الأمنية وبعضوية كل قادة الأجهزة الأمنية الجدد.
٣- تأسيس المجلس الوطني الأعلى لحماية الثورة السورية : يعتبر بمثابة مؤسسة برلمانية لمراقبة عمل الأجهزة التنفيذية،
ويعتبر البيان «إن هذه العناصر الثلاثة تمثل العمود الفقري للمرحلة الانتقالية والتي تستطيع أن تنتقل بالثورة إلى مرحلة إدارة الدولة مع الضمانات الدستورية المطلوبة». ولا يكتفي بطرح أفكار عامة بل يغوص البيان بأسماء شخصيات يقترحها لملئ مراكز المجالس الثلاث. ومنها «بعض الشخصيات الوطنية المقترحة كأعضاء في المجلس الوطني الأعلى لحماية الثورة السورية: منتهى الاطرش ـ هيثم المالح ـ صادق جلال العظم ـ عماد رشيد ـ أيمن الأسود ـ فاروق طيفور ـ عبد الباسط الساروت ـ رضوان زيادة ـ عامر صادق ـ سهير الأتاسي ـ عفراء جلبي ـ عبد الرزاق عيد ـ صلاح بدر الدين ـ جبر الشوفي ـ بسام اسحاق ـ عمر إدلبي ـ علي العبد الله ـ هاشم سلطان ـ حبيب حداد ـ عقاب يحيى ـ ميشيل سطوف ـ حمزة الشمالي وغيرهم إلى جانب قوى وهيئات الحراك الثوري في الداخل».
ويشدد البيان على إنشاء «هيئات ولجان» تتبع المجلس الوطني الأعلى لحماية الثورة السورية وهي التالية كما وردت مع الأسماء المقترحة:
ـ الهيئة الوطنية للإدارة المحلية ومجالس المحافظات: وتشكل من قوى الحراك الثوري الفاعلة على الأرض التي تمكنت من إدارة العديد من المناطق والبلدات والقرى والأحياء وتضم ممثلين عن جميع المحافظات من ذوي الخبرات الإدارية و الفنية والتقنية اللازمة.
ـ الهيئة الوطنية لشؤون اللاجئين والمهجرين : ضياء الدين دغمش ومجموعة من شباب الحراك الوطني
ـ الهيئة الوطنية لرعاية أسر الشهداء والجرحى ومصابي الحرب : بعض الأسماء المقترحة : حمدي عثمان ـ هيثم رحمة ـ زاهر بعدراني ـ زهير اسماعيل ـ مطيع البطين ـ عدنان الشغري ـ أنس عيروط ـ مصطفى جمعة ـ فراس قصاص ـ ابراهيم مرعي ـ جمال الشايش ـ فداء مجذوب ـ سردار مراد ـ جورجيت علم.
ـ هيئة المصالحة الوطنية :بعض الأسماء المقترحة : فاروق طيفور ـ مناف طلاس ـ وليد البني ـ نضال درويش ـ عبد العزيز الخير ـ حازم نهار ـ ـ فارس الحلو ـ جمال سليمان ـ حازم عرعور ـ هيثم بدرخان ـ حسان الهاشمي ـ جان عنتر ـ كاميران حاجو ـ عفراء الجلبي .
ـ الهيئة الوطنية لإعادة الإعمار والبناء : بعض الأسماء المقترحة : أحمد الجربا ـ عبد الإله الملحم ـ أنس العبدة ـ وحيد صقرـ أديب الشيشكلي ـ وائل ميرزا ـ غسان عبود ـ موفق قداح ـ عدنان شماع .
ـ الهيئة الوطنية للإعلام : بعض الأسماء المقترحة : حسام محمد ـ بهية مارديني ـ غسان ابراهيم ـ ابراهيم الجبين ـ توفيق الحلاق ـ حكم البابا ـ إياد عيسى ـ قحطان صليبي ـ مازن درويش ـ برزان ايسو ـ مرح بقاعي ـ زياد السيد ـ أحمد فيصل الخطاب.
ـ الهيئة الوطنية العليا للعدالة الانتقالية وحقوق الإنسان: بعض الأسماء المقترحة :حبيب عيسى ـ خليل معتوق ـ رديف مصطفى ـ عبد الكريم الريحاوي ـ دانيال سعود ـ مصطفى أوسو ـ رضوان زيادة ـ وليد سفور.
ـ الهيئة الوطنية العليا للشؤون الإقتصادية :بعض الأسماء المقترحة: أسامة القاضي ـ محمد كركوتي ـ نبراس الفاضل ـ باسل الكويفي ـ وليد الزعبي ـ جمال الخطيب ـ بهزاد ابراهيم ـ بسام الملك ـ محي الدين حبوش ـ عبد الرؤوف درويش
ـ الهيئة الوطنية العليا للانتخابات: بعض الأسماء المقترحة : جمال الورد ـ سمير التقي ـ أيمن عبد النور ـ شادي الخش ـ عبيدة نحاس ـ منذر خدام ـ سعد الدين الملا ـ سرحان عيسى ـ سعد لحدو ـ محي الدين اللاذقاني ـ حسان شلبي ـ بسام العمادي ـ سمير سطوف.
ـ لجنة الأجندة الوطنية : وتدعو إلى مؤتمر الأجندة الوطنية بمشاركة كامل المرجعيات الروحية والدينية والسياسية والثقافية والفكرية والثورية وغيرها من مكونات المجتمع السوري لتحديد معالم الدولة السورية والإجماعات الوطنية ويناط بها وضع المبادئ الهادية للدستور وأسس مشروع التنمية.
ـ لجنة صياغة الدستور الجديد: وتتشكل من مرجعيات قانونية ووطنية لصياغة دستور يلبي تطلعات ومطالب الثورة السورية وكامل أبناء ومكونات الشعب السوري.
وأخيراً يأتي مقترح الحكومة الانتقالية المقترحة من القيادة المشتركة للجيش السوري الحر في الداخل مع أسماء «الوزراء» كما وردت والحقائب التي يقترح تسليمها لـ ٤٠ وزيرا ورئيس الوزراء:
