فلسطين المحتلة: خطط لبناء «مليون» مستوطنة في القدس والضفة

في خطوة تمثل إحدى التداعيات الخطيرة لقرار الرئيس دونالد ترامب الاعتراف بالقدس «عاصمة لإسرائيل»، باشرت الدولة العبرية وضع خطط لتنفيذ هذا القرار على الأرض، ومنها خطة لبناء مليون وحدة استيطانية في الضفة الغربية، ثلثها تقريباً في القدس، خلال السنوات العشرين المقبلة.

ولم تكد تمضي ثلاثة أسابيع على القرار الأميركي حتى كشف وزير الإسكان والبناء الإسرائيلي يؤاف غالانت أن حكومته تخطط لبناء مليون وحدة استيطانية في الضفة خلال الأعوام العشرين المقبلة، وتتضمن «إقامة وحدات سكنية على أراضي مدينة القدس الموحّدة عاصمة إسرائيل».

وأشار في تصريحات للقناة العبرية العاشرة إلى أن نسبة 20 إلى 30 في المئة من الوحدات ستُقام في القدس، على ألا يشمل البناء حدود المدينة الحالية، بل مناطق في «مشروع القدس الكبرى والقدس الغربية»، مثل مستوطنات «معاليه أدوميم» (شرق المدينة وإحدى أكبر المستوطنات) و «غوش عتصيون» (جنوب) و «غفعات زئيف» (شمال غرب) و «عناتوت» (شمال). وكشفت القناة الإسرائيلية أن الوزير بدأ بالترويج لخطة استيطانية كبرى تشمل بناء 300 ألف وحدة سكنية في المدينة المقدسة، وتجهيز بنى تحتية تتعلق بالنقل والمواصلات ومناطق تجارية وغيرها.

واعتبرت وزارة الخارجية الفلسطينية الخطة الاستيطانية واحدة من تداعيات «إعلان ترامب»، ووضعتها في إطار «المشروع الاستعماري الذي يتصاعد حالياً في كل من القدس والأغوار الفلسطينية والبلدة القديمة في الخليل (جنوب الضفة) ومناطق جنوب نابلس (شمال) وغيرها، تكريساً لمشروع القدس الكبرى الذي يهدف إلى فصل المدينة عن محيطها الفلسطيني بالكامل وضمها إلى دولة الاحتلال».

وفي سياق الاستيطان أيضاً، ذكرت وسائل إعلام إسرائيلية أمس، أن 17 مستوطنة أُقيمت في الضفة من دون ترخيص رسمي منذ عام 2011. وقالت إن المستوطنين أقاموا هذه المستوطنات على شكل بؤر صغيرة تتوسع تدريجاً. وأفادت صحيفة «هآرتس»: «يُستدل من فحص يعتمد على صور التقطتها (الإدارة المدنية)، وموجودة لدى جمعية كرم نبوت، واعتماداً على محادثات كثيرة مع جهات في المستوطنات وفي جهاز تطبيق القانون، أن 17 بؤرة استيطانية أُقيمت منذ عام 2011 في الضفة».

وجاء في التقرير أن الحكومة الإسرائيلية استثمرت ملايين الشواقل بطرق مباشرة وغير مباشرة في إنشاء البؤر. وأضافت الصحيفة: «يُستدل من فحص طرق إقامة هذه البؤر أن العملية تتم في شكل مخطط جيداً، فمَن يقيمون البؤر أو يخططون لها، يفحصون الصور الجوية، ولا يتم اختيار المواقع صدفة. إنهم لا يقيمون البؤر على أراضٍ خاصة وإنما على أراضٍ تُعتبر حكومية، الأمر الذي قد يسمح بإدخالها في التنظيم الحكومي مستقبلاً. وغالباً ما تُقام في مناطق مهجورة نسبياً، وتمتد على مساحات شاسعة».
